May be because begging from Saudis has been culture in Pakistan, from decades.
There's no logic in cursing Saudis for not dolling out $ billions to politicians of Pakistan, without asking questions on feasibility, which I assume he was presenting, while asking for money.
BTW... Razak Dawood used to be a partner in Saudi contracting company named 'Olayan DESCON'. May be he is having some beef with new leadership of Saudi Arabia due to business reasons.
Razak Dawood's own company in Pakistan is suffering due to decline of Pakistani industrial complex, which is basically due to smuggling from India, and Iran.
If some how refinery is approved in Pakistan, DESCON will surely participate in tender, and give jobs to thousands of Pakistanis, at all level.
