The influence of the Military/ISI will reduce the day the Federal Government starts providing Governance to the masses. The absence of Governance by Political and Civilian Institutions is the core reason why the Military continues to enjoy powerful influence in the State.
Basically the Zardari Government was abysmal, the new administration led by PM Nawaz Sharif is far better. It's no secret that Zardari government was incompetent at many levels, the ministers and cabinet members were puppets and some working for foreign agents. Thankfully, that administration is ousted and Pres. Zardari will be removed after new President is appointed.

Mere change of Govt. will never and can never resolve the key issues or flaws in the system. As @nuclearpak has pointed out that there is no co-ordination between Intelligence Agencies of the country and so does the LEA.Yes it will make a change, we need quality people in positions of power. Already Nawaz Sharif government is making improvements in daily life of people. Load shedding hours have reduced in major cities, new power plants are being built, wind power plants are going to be built, major infrastructure projects have been agreed upon and signed with China, construction boom is starting again.
Change of government will and can result is significant changes in Pakistan, you need to stop being so pessimistic thinking nothing can help Pakistan. Of course system is corrupt because those in it are corrupt changing the personnel does make a difference.
