PAF didn't have the capability to catch up to a Mach 2.5 flying at 70K+ foot high or do much about it. Now I could be wrong, but didn't PAF buzz Indians air-space ( not Delhi ) with F-104 at some time ( non war time ? ) during 60s ? I could be very wrong on that.
