Pakistan stopped armed support for Kashmiris in the early 2000s. The separatist movement was almost completely gone, and Kashmiris seemed to be content with India.Tum jaise bewakoof ki zaroorat hai Indian establishment ko.
Was India's image any better before 2019?
Was Kashmir insurgency any less in 1990s?
The perception may have changed in Pakistan. For the rest of the world, it was business as usual.

What the international community used to see was secular peaceful cultured India vs rogue jihadi Pakistan. This was to the extent that they even supported India conducting strikes inside Pakistan.
Now, they have started condemning India, the average foreigner sees India as a rapist and street shitter infested tumour on the face of the earth, and Pakistan's soft power has increased dramatically. Soon, once IK gets rid of the corrupt system in place for the last few decades, Pakistan's hard power will increase too.
Maybe, while being brainwashed by your own domestic propaganda, you still think the perception of India is amazing. But to anyone outside this is not the case.
Yeah yeah you are the same people who think that the second pilot was an Indian or Israeli.
