There was no such deal about Kashmir. Princely states would be allowed to choose between the two states and independence. There is no automatic claim to Pakistan of everything Muslim. It was upto India and Pakistan to play politics and get as many states as possible. Needless to say, Pakistan failed and so did India with respect to Jammu and Kashmir.But even with India's size, she was not content and she tried to swallow up Kashmir even though it had a Muslim majority and should have gone to Pakistan on the deal India accepted.
Pakistan did the same thing with Junagadh, they got accession, but they could not stop India from taking over the state. When Pakistan could not get a state which acceded to them, how the hell did they imagine to get Kashmir which acceded to India? The accession itself was a tricky decision by the king whose thinking was pretty much on the lines of joining Pakistan and independence. And the whole blame for forcing the king's accession lies on Pakistani politicians.
