During the 2013 election in Bhutan, the ruling party wanted to have a better relationship with China and establish diplomatic connection, but India totally objected to that. So, India use energy(oil/gas) choke hold leverage again Bhutan and forced the election to India's interest; the ruling party lost. Continue to this day, India refuses Bhutan to have its sovereign right and normal international relationships.

We also see the pattern of India's bullying through India energy blockade against Nepal after the 2015 earthquake. When the earthquake stroke Nepal in 2015, thousands of people died, hundreds of thousands were made homeless, and millions were affected. Much of Nepal's needed infrastructure were destroy. At this time when Nepal needs energy the most, India decided to blockade of energy to Nepal to gain interest and advantages from the Nepalis government. The good thing was Nepal was strong enough and able to stand against India's blackmail while Bhutan can't.
