Why doesn't India, first try and talk to them..........maybe that will help
This Israeli attitude of promises to talk, and at the same time starting/ending operations doesn't bode too well with your opponent and allows others, (countries, not mentioning names) to use and arm the Naxals. As yet, they have not been given an intelligence help by the looks of it, when that happens, things will really start to get messy.
India needs to look at its future and bluddy well talk to the Naxals, as EQUALS and look into THEIR needs, concerns and expectations. This will avoid an armed confrontation.
If all fails, then yes, Military offensive is the answer, but only, ONLY as a LAST LAST LAST resort
