NEW DELHI - After months of dilly-dallying, India has finally agreed to sell and lease out its locomotives to Pakistan, thus helping the neighbouring country restart its defunct train services, reported Hindustan Times on Wednesday.
In the first-of-its-kind deal, the Indian railways will deliver 50 refurbished American Locomotive Company (ALCO) technology locos at an estimated cost of Rs 350 crore.
Another set of 50 new locos of a higher horsepower (3000-3500) will also be leased out. Lease charges of Indian locomotives work out to Rs 900 per hour or Rs 21,600 per day.
Pakistan is expected to get delivery of the first instalment of 10 refurbished engines of 2,000-2,600 horsepower capacity sometime next year.
The proposed arrangement will include a liberalised visa regime for Indian engineers who will be required to visit Pakistan for training purposes.
While yearly maintenance of engines is proposed to be done at the Indian Railways shed at Ludhiana, the Pakistan government has agreed to ramp up facilities at its railway shed at Mughalpura near Lahore.
Running 19,000 trains over a 54,000-kilometre network each day, the Indian Railways is hugely stressed for train engines.
“But the production units will churn out train engines in bigger numbers in the coming years. Issues with Pakistan have now been sorted out. We will shortly start working on the modifications and fix up the used locos to be delivered to Pakistan,” officials said. With 137 of its fleet of 494 locos dysfunctional, train operations in Pakistan have virtually collapsed and annual losses worth a whopping Rs 25 billion have been reported. In the last four years, the Pakistan government has provided Rs 93 billion subsidy to its railways department, Rs 32 billion as assistance for development projects and Rs 14 billion as overdraft from the State Bank of Pakistan, Railway Minister Ghulam Ahmed Bilour said recently.

Problem is not american/chinese/indian locos.Problem lies with in pakistan.If corrupt railway employees in Pakistan Railways gonna again put adulterated lubricants/oil etc in the locos then indian locos too gonna meet the fate as of chinese one.

Seems like a good idea.

If technology & help is available close by why not use it ?

In fact IR should help PR improve its repair & maintenance services. IR has enough experience in keeping aging machine & infrastructure up & running.

There is a reason that IR recognizes the situation use of adultrated lubricants in by PR hence locos will mostly be serviced in ludhiana as the report suggests.

American loco's (is it Pakistani Engines that were refurbished or are they Indian loco's that were bought from America)?
I fail to understand is to why instead of paying for just the loco's the Pakistani government didn't ask for help in making their own rail yards where they repair/make engines more sufficient since the things affecting them are more related to their handling of engines rather than the quality of engines.

Far better for Pakistan Railways to get S.Korean Engines and Boggies that are on investment basis which are of the same model and have been bought at similar time. But due to proper maintenance they are still very well in every way. They can also help us to utilize our factories to produce some advance Engines and boggies being fitted with latest Tech... and Aerodynamic designs too.

These locos were made in India at DLW, Varanasi. The design is an ALCO-GE Diesel Electric Loco from USA. These designs were bought from USA in the 60s and have subsequently updated and upgraded in India.

Have the South Koreans offered all that? Not to my knowledge. :)

You forget that the same level of corruption exists in India too and these locos have already survived that :D

Average speed of locos in Pakistan railways is very low for aerodynamics to do its part!!!:disagree:

Majority of the locos used by Indian Railways on its network are from the ALCO stock. Though the company ALCO no longer exists, Indian Railways has done a wonderful job in maintaining these beauties and upgrading them from time to time both in terms of technology and horsepower requirements. IR has incorporated the latest techs in the form of computers in its latest locos. From the report, it does seem that Pakistan Railways will be getting locos in the 3100-3300 horsepower category, the onboard system of which are controlled by computers. Pakistan Railways will hugely benefit from the second hand locos supplied by Indian Railways, which are maintained diligently by the respective sheds of Indian Railways. So, cheers to that.
