Action be taken against illegal non-Bangladeshi workers
Several sources confirmed that more than one lakh Indians now illegally work in Bangladesh in various private business concerns, who are pose threat to the security and stability of the country. Some of these Indians even hold most sensitive positions in those business houses where they work and they easily leak out the secrecy of the country to the adversaries of Bangladesh. It learnt the Indians now illegally live in Bangladesh pose threat to the security of the country and it is apprehended that some of them might have been involved in the serial bomb blasts of August 17.
It is now clear that the intelligence agency of the neighbouring country was actively involved with the serial bombings of August 17. Confessional statements of the arrestees and reports of the intelligence agencies and above all report of an inquiry committee headed by the Executive Chairman of the Board of Investment unveiled one truth that the Indian intelligence agency RAW was involved with the bombings of August 17.
Earlier intelligence agencies in a report cautioned the government that about the Indians who live illegally in Bangladesh. The report emphasised on the urgency of identifying and nabbing the Indians immediately to avert further terrorist attack in the country. The report says, the Indians who live in Bangladesh illegally not only create dissatisfaction and unrest in the labour market of the country, but they are also involved in a number of illegal business, including smuggling, exchanging foreign currency, hundi and narcotics and arms dealings. The report claims that most of the contingents of illegal arms, explosives and narcotics enter Bangladesh from India through different border-routes.
The report informs that most of the illegal Indians, whose number exceeds one lakh, reside in the bordering areas, so that they can sneak to India within the shortest possible time. There are two types of illegal Indians in Bangladesh. A section of them came with valid passport and visa, but they did not leave the country after the expiry of the visa. These Indians are engaged in different business concerns in the urban areas.
On the other hand, maximum of them entered Bangladesh without any document. They just entered Bangladesh and began to stay in the country. They work as farm-workers, rickshaw drivers, petty trader, barbers, washermen, cobblers, etc., in the bordering areas. Many of them are working in textile mills, garment factories, buying houses, cellular phone companies, advertising farms, private clinics and hospitals, private universities, English Medium Schools, beauty parlours and massage parlours, hotels and restaurants, etc. Even the multinational companies engage Indians in their firms and factories in Bangladesh. Indians are working here, when crores of able Bangladeshi youths are unemployed. These Indians do not pay their income tax. Nobody knows how much they get as salary or remuneration.
Most of the illegal Indians hail from West Bengal, Assam and Tripura, even from Rajesthan and other parts of India. They can easily assimilate with the Bangladeshis due to linguistic and physical uniformity. As a result, they do not face any problem in getting jobs anywhere in Bangladesh. In most cases, they changed their names and claimed them as Bangladeshis. Some of them even outwardly pretend as Muslims, having beard on their face. Besides, many of them have their close relations in Bangladesh and some of them made new relations marrying Bangladeshi (Hindu) girls, which made it easy for them to stay and work illegally in Bangladesh. They collected nationality certificates from the local Union Council or Municipality or City Corporation. It is believed, most of these Indians are spies of RAW and other intelligence agencies of India and they were involved in terrorist and disruptive attacks on several occasions in the past.
It is learnt that the intelligence report was prepared and submitted to the Ministry of Home Affairs, after getting its instruction. It emphasised on the urgency of identifying and deporting the illegal Indians to avert further subversive activities. The ministry submitted the report to the Prime Ministers Office early this year, but no instruction was given yet to the ministry. It is believed that the government hesitates to take any action against the Indians considering the deteriorating bilateral relation with India.
It is learnt that the government formed a committee headed by the Executive Chairman of the Board of Investment Mahmudur Rahman, to investigate whether any Indian illegally stays in Bangadesh, after a report of this kind was leaked out. The committee submitted a detailed report to the Ministry of Home Affairs recently mentioning the number of the illegal Indians. The report also specifically mentioned, where and in which business houses some of these Indians stay and work.
After the serial bombings of August 17, the intelligence agencies became active in detecting the criminals who were involved in the bomb attacks. Meanwhile, some of the miscreants arrested from several parts of the country confessed during the interrogation that explosives and technology of the bombs were brought from India. Some Indian nationals were also arrested from Inside Bangladesh.
Local dailies quoting the report of the committee found some Indians directly or indirectly involved with the subversive activities in the country. A local Bengali daily made a detailed story in this regard. It said that three nationals of "a neighbouring country who occupy high positions of a private mobile company are accused of smuggling call record and information to the secret agencies of that country. These three officials are working with the said mobile company without the approval of the government."
The daily said, "The intelligence agencies, after analysing available reports became sure that these three officials (Indian nationals) supplied to an intelligence agency of their country the records of very sensitive conversations of very important personalities of Bangladesh, who used that cellular phones of that company. These conversations contain such sensitive information which are considered very essential for the security of the country."
The request of the Bangladeshi intelligence agencies was regretted when they sought the call records of those important persons from that mobile company. "But this mobile company does not cooperate with the intelligence agencies by supplying the records of some phones of that mobile company for the sake of investigation of August 17 and other terrorist activities so far occurred in Bangladesh," the daily informed.
The daily informed that the one of the three Indians is the Director (Technical) of that mobile company and controls the ethnical sides, including the switch room. It is learnt, the concerned Indians can easily record the conversations of those who use the cellular phones of that company.
It is to be mentioned that the government reserves the right to seek the cooperation of any mobile company, if it is essential for the security-related affairs of the country. Government even check e-mail and Internet, and close down websites, if the situation demands so.
Quoting reliable sources, the daily said, After extensive and thorough investigation the intelligence agencies became sure that the secret information recorded from the mobile phones of that company, were smuggled to the secret services of a neighbouring country. But the same company declined to supply the recorded conversations of a specific number of persons, which are essential for detailed investigation of August 17 bomb attack."
Under such situation, government should take immediately go ahead deport the Indians from Bangladesh. It should ask all the business houses hand over those illegal Indians to the appropriate authorities for legal action. If any company or business house fails to act on government instruction, legal action should also be taken without any fear or favour. All the Chairmen and Members of the Union Councils, Mayors and Ward Commissioners Municipal or City Corporations, TNO of Upazillas, District Commissioners, police and intelligence officials should be categorically asked to identify the illegal Indians and their whereabouts. Rural or town people should be asked to hand over those Indians who live in their localities. Concerned first class officials and all other should be cautions in issuing nationality certificates. A warning notice should be served through advertisement in the national dailies asking the illegal foreigners either to leave Bangladesh voluntarily or face legal action. We have no room to allow the illegal foreigners to stay in our soil. Any soft or compromising policy will be suicidal for the country.
