You are trying to find a horse in a zebra. It won't work. A romantic idea of Islamic ummah coupled with blatant Hinduphobia instilled in Pakistan studies cannot be broken with logic. For many folks from across the border, people joining the police become puppets of 'evil Hindu oppressors'. India and Pakistan is full of Illiterate people.

These people can be easily rallied in the name of religion. Thee only way to bring these people up is through modern education.

The only difference b/w India and Pakistan is, India focused on modern education. Pakistan focused on religious education. So while Indian children think of NASA, many of the Pakistani children think of jihad and Hindu.
