Here some religious people also do this from sacrifice of owl, and from their blood.

The highlighted in red part means some people trying to do black magic end up bringing Kali the bad rep she has in media. Actually her worship is perfectly normal like any other deity.

I really can't tell you if it is common or not as its underground. I have personally never come across but India is a diverse huge country and what goes in remote villages I can not say.

Not sure about Shakta Tantric but tantric practices are about gaining powers from my limited understanding. This itself is not mainstream and the only tantric thing most Indians know of is a tantric massage, which unfortunately has nothing to do with religion :)

Visited Jaipur and such sh!t was rampant.

One fella offered me to show my future wife's face when I looked at the moon. My retort was, how do you know there's gonna be one ? :D
