That is tructural faliure. The entire slab fell down as it was not fastened properly. If you blame on truck driver, then the real culprit (construction company) will slip away. I don't think the weight of the truck exceeded the bridge loading (by seeing the picture.) As higher load should buckle the bridge whereas it fell on its side.

Anyway, feel sad for the hardworking people who lost their lives.

Issue here is not the quality of work as the bridge was designed for the specific load but someone decided not to obey the rules and hence the tragedy. Only insane person is going to celebrate the loss of life and I don't see any party going on here.
Bridge collapse happens all over the world due to the poor quality and shoddy practices which is not the case. Some one decided to take the short cut and knowingly or unknowingly have caused the deaths should be held responsible and prosecuted. In UK their are so many cases of double decker buses hitting the low bridges despite bridges heights are clearly sign posted. Are we going to blame the bridge designers or the bus driver here who failed to read the road conditions and sign posts.
