"Only 10 per cent of the defence budget goes to the navy, making even the day-to-day operations, maintenance and repairs a challenge"
Source: Navy gets only 10pc of defence budget
Now here is $4.5 billion , Which Pakistan NAVY knows very well.
News came in from Pakistan Today : Reported by -Mian Abrar

Lets Discuss A Merchant Navy is good for Pakistan or not.? Why not Pakistan Navy design these ships according to its own specs for war and merchant operations. Navy officers can complete there basic hours in these ships and also enhance experience.
plus a design which make it possible portable Equipment and Weapons to be install in a Day when Needed.
A plug and Play feature. So we can only buy weapons or manufacture for these ships.
Considering Merchant Navy does not mean to neglect the Regular Combat Capability.it means giving plus factor.
And on the other hand Guns can be installed permanently which will help in case of Pirates.
The Fact is after CPEC this $4.5 billion will change in to really a good shape.
Syed Arifullah Hussaini also said since Pakistan now had a deep sea port at Gwadar so there was a need for building new shipyards at Gwadar and Port Qasim.
