Many are probably Afghans who have acquired Pakistani ID cards after having lived in the country for three decades. Our previous tenants were Afghans who had lived in Peshawar for many years. They now speak fluent albeit accented Urdu and also carry Pakistani IDs but wanted to come to the west as they had family settled here. Few of this old generation possessed Afghan ID's so they present Pakistani ID's when they arrive in Europe as verification of their identity and are subsequently noted down as Pakistanis.
It should be noted that the Pakistani authorities have recently been clamping down on Afghan refugees throughout the country. Recently a major Afghan basti in Islamabad was torn down. Many of these people are hence leaving the country now and trying to get to Europe.
