While there were civilian casualties on both sides, the tough response from Modi, was not for Paks civlian govt. or the people, but for the PAK army which if you keep notice, does this during times of deeping relations. Similary they also used terrorist attacks to the same effect. When dealing with PAK, you have to deal with Pak army, and the civilian govt. separately!
