I went through all the comments for this post. Something that OP as well as all poster missed are:

• Original CAG report is for 2014
• Mentioned missile system commissioned in 2015
• CAG report didn't mentioned missile system in its document
• CAG report didn't mentioned any location where it is deployed.. eg Gwalior, Assam and others
• Point is, why 2014 reports are now dusted and published in 2017. Seems it is either from Journalists getting funding from China or govt misinformation department.

That's why dedicated military enthusiasts and actual policy implementation have arrived at very different reality.

As for the intent of all of this, well it should be very clear, there is always going to be poking and prodding to try generate some windmill effect to diminish the administration/defence sector....shame and honesty is in very short supply among luytens brigade....esp as they become more desperate as more and more people wise up to their antics over time and their credibility continues to plummet.
