I think one factor is that they don't want to risk Russia getting too angry on them right now,so they don't try to go for Western equipment.

thats partially the reason maybe, another bigger reason is that they approached the US, and the State dept refused the sales, for a wide range of reasons. Also there are EU laws restricting sales for EU states in the karabakh conflict, also the EU is currently mediating between the states, and its bad optics to supply while you are mediating.

Their budget is so small,they can't afford to replace all the Soviet junk they already have. American and EU systems are too expensive for them. Even if they were allowed to buy,they would probably buy a very small number of whatever they wanted. Right now,their biggest need is new AA systems and EW. And I don't think anyone's gonna donate them stuff,everything is going to Zelenski.
