There are usually two outcomes
-PM throws out congress (because he's stupid, lame, fill in the blanks) and gets legislation through
- PM allows congress to disrupt without discussing Vyapam and loses the legislation

What he has achieved- thrown out congress leguislators and lost any possibility of future support while simultaneously losing legislative success......

It takes one hell of a moron to fail in all ways.
