I'm guessing Pakistan bought the Systems with HQ-16A. It's not bad but not good either. I will take middle ground on this. Pakistan is good book with Turkey, Italy, France, Sweden and Great Britain.
Leonardo, Thales, Saab and Aselsan would have been a better choice.
Anyway something is better than nothing. At least, CLC-3 will warn Pakistan Army of inbound airborne UAV. That's a good start.

The radar is mounted on a truck as per picture. This radar can be mounted on a navy ship as well.

IMO the Denel Umkhonto EIR (30-35 km) paired with the Denel 35 mm Dual Purpose Gun (DPG) and, with time, the Cheetah C-RAM (for additional protection against missiles) would be neat. An opportunity's there to produce each of those in Pakistan, provided Pakistan invests.

Denel will ask you to buy radar from Leonardo or Saab. Denel will act as an integrator of the Systems. Denel Dynamics is desperately looking for buyer as SA government bail them out twice. You can reach out to them. Denel Dynamics has some goodies, no doubt. Denel Dynamics IR guided medium range SAM is as good as CAMM ER but low cost and 100 times better than Chinese HQ-16 or Russian Buk.

The PLA is also developing a new phased array radar that allows for electronic beam steering and allows the radar beam to be focused to achieve longer ranges. Such a radar was revealed at the 2000 China International Defense Electronics Exhibition. It is possible that this same phased array radar is also being developed for naval air defense.

The YLC-6 is a 180-km-range low-altitude surveillance radar that is said in tests to have detected a U.S. AH-64 APACHE attack helicopter out to 30 km. The CLC-3 is a new mast-mounted radar that is useful for detecting low-flying objects such as helicopters and cruise missiles. Also known as the AS901, this is a solid-state L-band radar that can track up to 10 targets at a 3,500-meter altitude, up to 25 km, and out to 15 km at 100 meters.108 The CLC-2 is a new tactical air defense radar mounted on a tank chassis to provide cueing for the new PZG-95 self-propelled missile/gun antiaircraft tank, which itself carries the short-range CLC-1 defense radar. A new army phased array radar is the SLC-2, which can detect incoming artillery out to 50 km to direct counterbattery fire.
