What's new

20th National Congress of the Communist Party of China

What do you think about Li Qiang? I read his biodata in Wikipedia, and I think he's good. Also, he lead Shanghai, and we can see how good is Shanghai right now. But I think you know him more than me. So can you tell us about him?

Well, about Xi, I hope he only extend to his 3rd term only. Don't let him become the next Julius Caesar.
I know him as much as you do, he was nobody, reports say he's gonna to be the second person after Zhou enlai to hold premier post without first serving as a vice premier in the history.

He was either seceretary or governor of Shanghai, Jiangsu and Zhejiang for the last 10 years in the most developed, prosperous and ecomically important region in China. If people are happy with Chinas development esp economically in the past 10 years, then people are probably happy with the development in greater Yangtze river delat region and probably happy with Li Qiang performance in the past 10 years in the area. Except he mishandled Shanghai pandemic this year but dont know if that was a directive from central gov.

Last time this happened was in the late 1970's, Deng xiaoping kicked out all of his political rivals in the government and posted his allies in every position. He couldn't have embarked that fundamental government restructuring and reforms without that absolute control and support.
Its the same thing or even more with US presidential system, the cabinet is all filled with more than 20 like minded ministers, the US president can fire anyone without asking for a valid reason just as Trump did to many of his secretaries, all these people are to serve at US president's pleasure only as stated explicitly, no questions asked. US president has veto power to nearly everything including all the decisions in the cabinet and bills passed in the congress and he has the power to appoint nearly 4000 important gov positions, so US president or any president in a country looks like a true dictator. Its just China is officially a socialist or communist country, people just equate it with dictatorship by its leader.

"Presidents are required to fill roughly 4,000 politically appointed positions in the executive branch and independent agencies, including more than 1,200 that require Senate confirmation."

The current premier is still Li Keqiang. The replacement of the Prime Minister needs to wait until the National People's Congress is convened in 2023. So I think Li Qiang will become Vice Premier this year.

Li Qiang has successively served as the secretary of the provincial Party committee of Jiangsu, Zhejiang, Shanghai and other provinces with the strongest economy in China. To be fair, his ability to develop the economy is trustworthy.

But China has no shortage of officials who know how to develop the economy. Li Qiang is not the only choice.

And when Li Qiang was the secretary of the Shanghai Municipal Party Committee, he did not handle the COVID epidemic in Shanghai well.

Now, who is a good female politician in China today that capable to fill the top position? As somebody complain about gender equality here. If there is really somebody capable, then she's right. But if currently there is no capable woman to fill the position, then appointing unknown woman just for sake of gender equality is the worst decision for a government.

Exactly, like indians like to use indian women politicians as flower vessels, for decotations while only 19% of indian women are employed and 61% of chinese women are employed, yet indians still have the face to ridicule chinese gender equality.

I have a question regarding CCP top brass election here. You said that before they can become the chairman, premier or another top position, they have to become the general secretary of a city / province. Now, what about the department of foreign ministry and other department of ministry people? Do they have the chance to become A top brass of the CCP? For example Wang Yi or one of his famous diplomats that often appear in the media.

One think to note is there is no major financial scandals of Xi gangs compared to other factions. Hu Chunhua got demoted this time. He is out of poliburo and his political life is finished.

I guess it would be quite easy to implicate communist Youth league members and Shanghai clique in major prospective corruption cases. During their reign corruption is on free wheeling.

Dude, Shanghai pandemic performance prior to omichron was stellar compared to even within China's.
Yes, omichron beat them initially but China needed to experiment with some other pandemic methods. I'm sure the central gave their blessing, that's why no major Shanghai officials got punished.
When it was proven to fail, & that's only when compared to China's own stellar performance, & they reverted to the tried/tested way, omichron was no match.

It is not only the top leaders of CCPs who need to have experience working in provincial governments. All seven members of the Standing Committee of the Political Bureau need to have experience working in provincial governments.
The "台省" in the sentence "不历州县不拟台省" refers to senior ministers, not just the Prime Minister.
Almost all the ministers of various departments of the Chinese government have been promoted from provincial party committee secretaries to central departments. Although there are exceptions, these exceptions have little hope of becoming members of the Standing Committee of the Political Bureau.

Yes, Shanghai management had lapse at the initial outbreak of the pandemic this year, they were following the pin point targeting management of the cases that didnt cover all just prior that led to the outbreak.

Everyone high enough in central have credentials in provincial government. The key thing to be party secretary was a being either a province governor or province party secretary. In Chinese its call 省第一 或 第二 把手。

Hu Chunhua has the credential but he is clearly finished.

Ding Xuexiang has none of it. So Xi's successor is still not visible.

There are maybe exceptions this time, Xi has changed many rules set up by Deng, like the incumbent preimier Li Qiang hasnt servrd as vice premier which is required before. Ding is suppose to serve as deputy premier this time, giving him much needed top administration experience.

Corruption is now seems undesirble, while in the past, it is quite tolerated. These Xi clique does not have major scandals involving huge amount of monies unlike Jiang or Hu clique.
