I heard, I think Arif Bhatti or someone, and also Fawad Ch saying that both needed 13.

Maybe they were wrong then.

As of now, they need 9 including 4 indp candidates but as per various reports out of these 4, two will back PTI if they manage to score 12-13 seats. They have given their assurance to PTI for this. So on paper, 9 for now but for the safe side, PMLN wants to brag atleast 12 seats.

PTI only chance is 13 seats minimum and to many if there is no major rigging than they can pull this off.

Out of 10 which PTI won in 2018, 8-9 can be won again simply because the wave is towards Imran Khan.
While remaining 10 Indp, surely PTI can win 3-4 which will give PTI 8+3 = 11 number which makes them 2 less to have their CM in Punjab. Hence PTI and IK is trying their best to win atleast 5 from those 10 (2018 result) INDP seats and 9 from their 10. This will then give them 9+5 = 14 magic number.

Things in PTI favor:
1) Sympathy for IK after his ousted including his narrative against American involvement
2) PMLN/PDM economic hyper inflation in just 3 months
3) Strong and effective Imran Khan julsa / campaign strategy by visiting each and every constituency
4) Poll Surveys clearly in PTI favor so far. Surveys conducted by impartial NGOs / media

Things in PMLN favor:
1) Electables
2) 'Neutrals' tilt words them though not from heart for many 'neutrals'
3) State machinery being in power and ECP

So keeping above in mind, if people choice and merit is really considered than PTI can win 13 seats easily, yes easily but if there is rigging (which is likely the case) than PTI will not cross 7-8 seats mark. Remember rigging will be conducted in 5-6 seats only not 20 to change the outcome of entire bi-elections.
