I am not surprised. Since the economy opened up, the private sector has been able to offer a better deal than the govt could ever have. Indian forces have been facing shortage of officers ever since. Army is short of about 12K, Air Force about 3K and Navy about 1K.

I don't think that it should be surprising to see an IAF IL-76 in Israel. India has many defence related projects in Israel and that IL-76 could be there for any of them.
