Navy themselves design those ships. they have setup huge infrastructure for designing and testing. Airforce and army isnt interested in those. if navy changes their goal post it affects them.

Dont think Cryo engine and semi cryo have anything to do with each other. Semi cryo is developed for stage 1 and 2 and cryogenic engine for third stage. Cryo for GSLV mark 3 static will start mostly after the success of GSLV mark 2 and 2013 is extremely doubtful. Semi cryogenic research is slow...

Only the easy part is over.. Still cryo for MarkIII is 2 to 3 years away. Testing of cryogenic engine will start after success of Mark II only. L110 and S200 are derived from previous engines but cryogenic engine for Mark III is gonna be totally new.

GSLV Mk-3 not in another 2 years time. They will start Mk3 cryo testing only after success of mk-2. This year test will be for flight test of L110 and S-200 engines

Semi cryo will replace stage 1 but it is no where near completion. its just still on paper and research is slow in LPSC. GSLV mark III only first and second stage static is completed. they have still lots more test to go. Cryogenic will be only after success of mark 2.
