Did the US go into Afghanistan to topple the Afghan government only to have the Taliban ruling it once they are force to withdraw? Then yes, the Taliban technically won.
1948 was the best chance but the biggest difference is that the Taliban always had a strong gun culture and were ruthless authoritarian people who would do whatever it takes to kick out invaders.
