1: I think because IRGC was the only organization that was interested in the downed Hermes-450/Watchkeeper so the drone should have been reverse engineered in a solely IRGC-related facility not a shared one like Qods. In the other hand, it can be because Qods have had enough projects of its own...

That little stinger, like all MANPADS, is not a medium range and altitude missile so you can show the impact clearly. This one has 10 times more range and 7 times more altitude than stinger so it can hit its target from range and no one would be able to show it very clearly.
