Pakistan Army Air Defence does operate under PAF control during deployments. For instance, in 1971 a couple of AAA units were removed from their formations and sent to guard air bases.
Red zone is not like the Green zone in Baghdad/Kabul. Its has higher security, but its not access controlled, the public can and do enter them freely. And this is a symbolic target, one which would not have much security.
Supposedly the SSN was shelved in favour of the Hangor class.
