Not just Kerkuk. 'Disputed territories' that were taken after 2014, this includes any land outside the 3 KRG provinces (Dohuk, Arbil and Suleymaniyah).
All of the ISF (federal forces) are allowed in these territories, the responsible force for security is something agreed upon by operational commands (JOC, IGFC.. etc), depending on the situation and available forces.
