Thats something Erdogan has talked a lot in the past, there is a consortium of 4-5 Turkish companies aiming to build an electric car including BMC, Vestel and a couple more.
It is a waste of ressources but if you utilize existing infrastructure (and most stadiums are ready) and use it to improve infrastructure in the cities instead of filling your own pockets its not that bad.

No offense to the Pakistanis but is there a) any proof they are in fact Afghanis and b) if they are your citizens they are Pakistanis.
