Sanctions are imposed to limit a country's ability to progress in a certain direction by ganging up on it.
Most "human rights" issues raised by European Union and United States are also raised only when other countries are dealing with wanted fugitives or terrorists, while they are discarded when their own jets bombard innocent people in other countries.
Pakistan too selectively ignores "human rights" as and when it politically suits them. Remember those whom you consider innocent may be different from those whom others consider innocent.
If a FARC fighter comes and hides in Pakistan, he may be a harmless civilian to your government but for the Colombian government, he will always be considered a wanted terrorist and will deal with him that way.
