GRANADA, Spain, Oct 5 (Reuters) - Ukrainian President Volodymyr Zelenskiy warned European leaders on Thursday that Russia could rebuild its military capabilities and attack other countries within five years if the continent were to waver in its support for Kyiv.

Zelenskiy, attending a summit of the European Political Community in Spain, also said he remained confident of continued U.S. and European financial aid despite "political storms" in Washington and elsewhere.

In an emotional speech, Zelenskiy described how Ukrainian children in the eastern city of Kharkiv were learning remotely or attending classes in subway stations because of air raids.

"Until there is a fully effective air defence system, children cannot attend school," he told the gathering in the city of Granada.

Underlining the horrors of war, a Russian attack on a village in the Kharkiv region on Thursday killed at least 51 people, including a six-year-old boy, Ukrainian officials said.

Zelenskiy said that by providing additional military equipment to Ukraine, European countries could help ensure that a "drone, tank, or any other Russian weapon will not strike anyone else in Europe".

"We must not allow (Russian President Vladimir) Putin to destabilize any other parts of the world and our partners in order to ruin Europe's power," Zelenskiy said.

"The presence of Russia, its military or proxies in the territory of any other country is a threat to all of us. We must work together to push Russia out of the territory of other countries," he added.

COMMITMENT

The European Political Community was established last year following Russia's invasion of Ukraine to foster cooperation among more than 40 countries from Norway to Moldova.

The Granada gathering gives leaders such as French President Emmanuel Macron, German Chancellor Olaf Scholz and British Prime Minister Rishi Sunak a chance to re-state their commitment to Ukraine after political turbulence in both the U.S. and Europe raised questions about continued support.


A dispute among the Republican majority in the U.S. House of Representatives has complicated budget negotiations and prompted President Joe Biden, a Democrat, to go from confidence that a deal will be made on Ukraine aid to openly expressing concern.

Support in Europe has also appeared less rock-solid after pro-Russian former Prime Minister Robert Fico won an election in Slovakia last weekend on pledges to end military aid to Ukraine.

Zelenskiy admitted he was concerned but said he was optimistic about continued support.

"The situation with the Unites States is dangerous, it's a tough period," he said after holding several meetings at the summit.

He added: "I think that the United States and Europe will be together with Ukraine and we will together get out of this crisis."

The head of the European Commission, the EU executive, Ursula von der Leyen, said the bloc was working on a 50 billion-euro Ukraine package for 2024-2027, adding that she was "very confident" about continued U.S. help for Kyiv.

French President Emmanuel Macron said Ukraine could continue to count on support from Europe.

"There is a very deep, very strong commitment because we all know that we are talking about Europe and about the very possibility of lasting peace on our continent," he said.

Individual countries also made pledges in Granada.

Germany was working on the supply of an additional Patriot air defence missile system to Ukraine in the winter months Scholz said, while a government source said Spain had offered Ukraine another six HAWK air defence systems to protect the country's grain corridor and critical infrastructure.

Zelenskiy said he had discussed with Spanish Prime Minister Pedro Sanchez, the summit host, a new military aid package, energy assistance, and how to keep open a corridor in the Black Sea for Ukrainian grain exports.

TENSIONS

Russia pulled out of a deal in July that had allowed Ukraine - a leading global grain exporter - to safely ship food products out via the Black Sea.

Russia has so far rejected U.N. overtures to revive the deal, while Ukraine is continuing some exports via what it calls a temporary "humanitarian corridor" for cargo vessels.

Ukraine's efforts to export grain overland via EU countries have caused tensions with Poland and some other eastern members of the bloc that are keen to protect their own farmers. Kyiv and Brussels are also discussing expanding alternative sea routes.

The summit will also discuss efforts by Ukraine and others to join the EU as well as how to tackle increasing arrivals of refugees and migrants from the Middle East and Africa - both seen as existential challenges for the bloc.

"Going from an EU of 27 to an EU of 35 will create many challenges internally. We will open in Granada this large debate that will take us to a deep reform of the EU," said Sanchez.

Talks on the margins of Thursday's gathering were focused on crises between Azerbaijan and Armenia and between Serbia and Kosovo, which have flared in recent weeks amid floundering EU efforts at mediation.

Desperate? Doubtful when Putin and his cronies have talked about their plans for the rest of the other countries. Even talking about taking back Alaska. Remember what the Russian general said? Ukraine is just a stepping stone to reclaim all of Eastern Europe. Why you think Poland and the Baltics were eager to help Ukraine by provided military equipment early in the war compared to lets say Germany and France and other countries before they step in past just providing helmets and body armor and medical supplies, etc.?

The US government agency overseeing Washington’s humanitarian relief program for Ukraine has warned lawmakers that funding has run out, putting Kiev at risk of economic ruin if more money isn’t allocated amid the former Soviet republic’s conflict with Russia.
“We have no more direct budget support,” Erin McKee, an assistant administrator for the US Agency for International Development (USAID), testified on Wednesday to the Senate Foreign Relations Committee in Washington. “The last tranche was disbursed at the end of the fiscal year. This jeopardizes, particularly over the coming months, Ukraine’s ability to maintain its economic stability while it continues to fight the war. It’s urgent.”
The US government’s latest fiscal year ended on September 30. Ukraine has relied on Washington not only as its biggest provider of weaponry, but also for money to meet its non-military expenses. President Joe Biden has proposed a $106 billion emergency spending bill that combines aid to help Ukraine fight Russia and Israel fight Hamas. It also includes $9.2 billion in humanitarian aid tied to both conflicts.

McKee said USAID’s help has enabled Ukraine to spend all of its own government revenue on its defense, including soldier salaries. “That means they don’t have any resources to take care of their own people and govern,” she added.
Such outlays as paying teachers, police and health care workers would be suspended without new US funding being approved, McKee said. A prolonged funding disruption would cripple the Ukrainian economy, she claimed, giving Russian President Vladimir Putin the upper hand in the ongoing conflict. “If their economy collapses, Putin will have won.”
Congressional opposition to Biden’s Ukraine policy has grown in recent months. The Republican-controlled House of Representatives passed a $14 billion aid bill for Israel alone last week, leaving new funding for Ukraine to be decided separately. The Democrat-controlled Senate blocked the House bill on Tuesday, demanding that Biden’s bundled aid package be approved instead.
Congress previously approved $113 billion in Ukraine aid in four rounds of legislation. McKee warned that without the approval of a new tranche of funding, Ukraine’s government “would need to use emergency measures, such as printing money or not paying critical salaries, which could lead to hyperinflation and severely damage the war effort.”

Firstly whilst I am not a fan of The comic leader, I do have a measure of sympathy for the Ukrainian people. Not all but some for sure.

I can’t celebrate this. EU, US, UK and all of NATO pushed Ukraine to fight Russia and now that priorities have changed they are doing what they do best.

A lot of people on this forum kept warning this will be Europes Afghanistan Cutting and running, their age old tactic.

The people who will suffer will be the people of Ukraine. And remember the comment in Capitol Hill “we will fight the Russians there (Ukraine) so we don’t have to fight them over here.”.

Basically both the EU and US have again proven they’re not a stable ally. Ukraine is learning this the hard way.

The meme of about "running out of soldiers" is non-sense.


The population of Eastern Europe excluding Russia is ~143-144 million people.


This means that Nato can send human wave attacks indefinitely at Russia in Ukraine and never run out of people.


War deaths increase population growth rate, which means this will naturally increase the population growth rate of Eastern European countries, as well as provide unlimited jobs to Migrants to Europe on the Eastern Front forever.

It's too late to learn a lesson after conflict. The damage is done and lines are drawn. The Cold War never ended it just changed form.

Apparently Russias experience of invasions over the last 500 years does not include getting a few elephants over the alps but rather tanks or Mongols sweeping in through these gaps.
Anyway we the point was not the theoretical best way of invading Russia but the Russian view of their own vulnerable geography.
