i understand what you say. I am trying to point out some aspects that can and will go terribly wrong in that approach.
FOr example, there will be lot fewer houses built. DO you think the construction/cement, steel rod etc factory workers thus driven out of job will instead go to work on ChatGPT or vaccine development? It needs a different brain!

The house prices will be lower as no one will want them for investment only owner occupiers will need them. It will be more beneficial for poor lower land prices and house prices. There are plenty of PHD graduates in Pakistan, if not you can import, opposite of brain drain will occur.

Zakat or Taxation , for purpose to help needy yes it is a great initiative in it's purest form or intent

It won’t crash people in need of houses will buy them, not a speculative asset for super rich.

In the UK there are R&D tax credits etc incentives for companies to take part in R&D. Zakat Mash Allah is a system that inherently is pro R&D.

That is only a small part of Zakat, what about land investments, real estate investments, etc. personal houses and cars are part of a persons wealth 2.5% is due on that too

You take away tangible assets, houses and land then let investment and gains be made towards intangible assets people fighting over land would fight each other for intellectual property through knowledge
