Robin Raphel actually did not refute that main point of Pakistani military using terrorism and extremism as its strategy - she says the new breed of military officers are 'sensitive to internal terrorism'. If you listen to the whole section, there is more agreement than disagreement on our having to find ways to get Pakistani military to stop going more extremist in its ideology.

It is a shame that Pakistani ambassador did not attend; it is cowardly of him and especially given that he was roundly booed and ridiculed in his last outing, why is Pakistan still keeping him in that position? This in fact is admission of guilt.

She stated that the Pak military is not ideologically aligned with the militants, a point of view the Afghan ambassador was vehemently trying to project.

Hamdullah Mohib, Afghanistan’s ambassador in Washington, spoke before Ms Raphel and urged the international community to stop supporting Pakistan.

“Pakistan is moving toward becoming a state that supports terrorism as an element of foreign policy, to a state that believes in terrorism,” he claimed.
He alleged that the new cadre of officers in the Pakistani military believed in terrorism as an ideology and as those officers rose through the ranks, they would create more problems for the world.

“If we continue to give Pakistan a free pass, imagine the conflict at a time when the military is one million strong, has nuclear weapons, has sophisticated intelligence and believes in extremism at its core,” he warned.

By the by, the last time I checked Russia/China axis is going full throttle in Afghanistan!! And, not only that, China is also testing US policies regarding containing her via India by assembling a huge force on the border!!!!
