Yemen had engineers before the war the Yemen army operated and maintained its weapon far before countries like UAE or KSA began their military makeup and now that they are under siege they improvise . it's natural order of things . your claim of not being able to build such simple weapons is in contrast to what we see in Ghaza where from scratch without having any knowledge or military tradition they first show qassam-1 and then they begin to advance it in consequent years.
