If an indian says this, it is a testimony against what india has been doing in Kashmir.

Indian are not so fond if using Army for its civillian unlike other countries where Army runs a parallel GOv. But Army is used when we do not have any other option either...So it is a bitter pil and hard choice but we have to use them to control state sponsored terrorism.
