Well from what is been said the D30 and WS-18 are going to be used for now, the WS20 will probably come sometime around 2018, the current gap right now should be filled in with Il-76 until the Y-20 is in service from what has been speculated 2016 or 2017.

Possibly not fly in the same zone or same altitude. Technically speaking it should not be an issue as winglets are already used in one version of Y-7.

The benefit of winglet is not working in all altitude, if it's not used in the right zone your aircraft can even consume more kerosene...

Max takeoff: 200+tons
Max load: 55-60tons

Said that PLAAF need at least 300 of these beasts. It could carry one 99A2 tank once, sound to be great. It will be a very strong vehicle to mobolize our infantry in global range.
