Did you actually read the report? China rebuilt this village and gave the villagers a choice, they can choose stay there or move to new settlements, the village is still there for those who choose to stay.

That is such a bs trap. "We will continue to trap and starve you out on that mountain top. OR You can come down here to this nice little box and be like us, but be our servants, on your own land that we have stolen."

Why were these Yin minority people hiding up on that mountain? Similar situation to those Emishi from Princess Mononoke.
Americans, Dutch/Prussian false English, Romans, Greeks, French, Portuguese, Spanish, Malaysians, Philippines... did the same with indigenous peoples. Natives in the US and Canada had nice homes built. Even with funding every year most became terrible slums.
China is just doing a similar thing but without the yearly funding.
