3月18日,自治区社保扶贫推进暨社会保险工作视频会议召开。会上提出,今年,自治区将坚持稳中求进工作总基调,全力做好社保扶贫和中央脱贫攻坚专项巡视反馈意见整改落实,着力防范和化解社保领域风险,落实社保改革任务,不断增强人民群众的获得感、幸福感和安全感。

自治区人力资源和社会保障厅农村社会保险处处长陈保平说,今年将做实做细社保扶贫工作,给予贫困人员政策倾斜,对未缴费或缴费未满15年、且本人确实无力缴费的年满60周岁以上贫困人员,可不用补费,直接领取城乡居民养老保险待遇;未满60周岁的,严格落实建档立卡贫困人口城乡居民养老保险个人缴费政府代缴政策,全面实现建档立卡贫困人员城乡居民基本养老保险应保尽保。

根据自治区2018-2020年社保扶贫攻坚战三年实施方案,贫困人口被纳入全民参保计划的必保人群,2018年全区建档立卡贫困人口基本养老保险参保率98.47%,其中深度贫困县贫困人口基本养老保险参保率达到99.22%,截至年底,全区符合参保条件贫困人员中,享受政府代缴政策人数83.39万人,享受待遇人数53.37万人。

在做好参保工作同时,自治区也将完善城乡居民养老保险待遇确定和基础养老金正常调整机制,稳步提高城乡居民养老保险基础养老金水平。

不仅仅是集中力量推进建档立卡贫困人口养老保险全覆盖,自治区也将精准识别其他人群中未参保人员和未参保原因,精准锁定中断缴费人员,筛查征缴缴费和重复领取待遇人员,针对性地推进全民参保扩面工作;扩大中小微企业职工、灵活就业人员、新业态从业人员等人群参保,实现人人参保、应保尽保。

自治区养老保险又有利好消息传出,通过“一增一降”增强各族群众的获得感、幸福感。

3月18日,自治区社保扶贫推进暨社会保险工作视频会议召开。记者从会上了解到,自治区将坚持稳中求进总基调,推进各项社保惠民政策落实。

近年来,自治区养老待遇稳步提高,2018年连续第14次调整企业退休人员基本养老金,企业和机关事业单位退休人员第3次同步调整,总体调整水平为5.5%。

自治区人力资源和社会保障厅养老保险处副处长孙战学说,今年将继续提高退休人员基本养老金,机关事业单位和企业同步调整,调整方案待国家正式明确后组织实施。

今年全国两会政府工作报告中明确:明显降低企业社保缴费负担。下调城镇职工基本养老保险单位缴费比例。

自治区将按照国家统一部署,稳妥实施降低社会保险费率综合方案,确保基金平稳运行,企业特别是小微企业社保缴费负担有实质性下降。

孙战学说,这是在确保基金平稳运行的基础上,进一步降低企业社保缴费支出,既减轻企业缴费负担,同时保证退休人员待遇不降低、养老金合理增长并按时足额发放,使社保基金可持续、企业与之共同受益。

2018年自治区阶段性降低社会保险费率成效显著。持续执行阶段性降低社会保险费率政策,企业职工基本养老保险单位缴费比例降低至19%;工伤保险根据各统筹地区基金可支付月数,在现行费率基础上下调20%至50%;失业保险单位和个人缴费总和降至1%。社会保险当年为企业减负31亿元。

另外,自治区将全面推进机关事业单位养老保险制度改革,对2014年10月1日之后办理退休手续的机关事业单位人员,按新办法计发待遇,计划在6月底前落实到位。

It is easy to provide free things for 10 million people( about the population of China Uighur poeple), and it will be 100 times more difficult to provide free things for 1 billion people.

It's really a shame for the Hans.

I am not targetting Uighurs and they just make up half of the Xinjiang's population, I m talking about those regional preferential policies being so unfair to our eastern provinces and cities who work our *** off to support their welfare and benefits which we largely can't get ourselves.

Many families in Beijng work hard for decades still can't afford a house and in Xinjiang and Tibet government just give them for free with fully eqiupped household alliances.

The west accuses us to persecute them, I pray that one day the government can persectue me like that, don't let me wait for too long.

China has the hitsory to shift the wealth of wealthy places to support people in less wealthy areas.

The income of the people in the western region of China is generally low. Due to the harsh natural conditions, the distance from the port and the large cities is far. The income improvement of the western people of China is very slow. It is understandable that China will increase the support of the central government for Tibet and Xinjiang local governments and it can not be much normal in China.

So why pay at all when you can have access even if you don't pay? It's unfair for those who are paying their fair share.

This is also the basic urban and rural medical insurance, not 100% free medical care.

If you go to a high-level hospital, you can only get 60% or 70% reimbursement share (spent 10000 yuan,you get 6000 or 7000 RMB reimbursement).
If you go to a lower-level hospital, you can get 80% or 90% of the reimbursement share(spent 10000 yuan,you get 8000 or 9000 RMB reimbursement).


and there is a deductible line. Under normal circumstances, medical insurance must be paid after you have paid 1,000 yuan or 700 yuan already.

The Chinese government is committed to minimizing the medical burden of the people within the scope of financial permits, while hoping that people should not abuse medical resources whenever they want.

In my hometown,if i am not so wrong, you need to be 65 years old to get money support from China gov.
And need to pay 280 yuans RMB each member of the family which means 560 for 2 persons as the rural new medical insurance fees wether you are sick or not during the year coming.

I m a local Beijinger so I don't know for sure but I believe you have to go back to your hometown to receive pension if you don't have Beijing Hukou.

That's actually kinda unfair.

I read about some Chinese complaining because they worked and paid taxes/fees in Beijing but their pension is tied to their hometown, which pays out lesser. And pension funds in the Northeast are starting to run a deficit because of working population outflow, so someone from Dongbei working in Beijing may actually be inheriting a pension fund in deficit even though he's contributing to Beijing's funds, just because he's born in a different province. Meanwhile places like Guangdong and Beijing are running huge surpluses because of migrant workers' contribution.

It's such a bizarre and unfair system if true, and I'm trying to confirm it with you since you're a Beijinger and you might have friends from other provinces.

You could transfer the money you paid in Beijing to your Home town if your payment period in Beijing is less than 10 years,if more than 10 years,you can receive the Beijing pension treatment after you finished the 15 years payment plan(15 years at least,you can continue pay 20 years or 25 years for more higher pension treatment). the policies are becoming more and more flexible and are evoving year by year. Plus,everythings in Beijing are espensive,my hometown meanwhile life cost is very low.

Already have several years ago,paid for more than 10years all in beijing,you can receive pension treatment of Beijing when you retired and reach 60 years old for male and 50 for female,but well, everythings are expensive in Beijing,your pension treatment can barely cover the life spending if you do not even have an appartment of your own in Beijing,even renting an appartment is becoming too expensive in Beijing,well the Beijing appartment price is another story.

An example of a short answer, the price of my hometown is: 4,600 yuan a square meter,

1)You paid nothing before the opening up and reforme,how much China gov should pay you,all chinese workers paid 0 before the pension treatment reform,how much China gov should pay you?
2)You paid 30 years and your freind 15 years,how much China gov should pay you?
3)You worked for private companies,your freind worked for state owned company or workd for the government,how much China gov should pay you?
3)In your province, such as Heilongjiang or Qinghai, social security funds are already negative. There are still many balances in Shanghai or Guangdong social security funds. How can the government allocate funds? Shanghai people are not willing to give their surplus funds to Heilongjiang. What should the Chinese government do?
