Research into Coronoviruses have been going on since early 2000's from SARS time and Wuhan is one of the labs which has been contributing enormous amount of research work surveying bats where there are numerous varieties of Coronovirus; you are conviniently forgetting the mines where the miners' died - all similar symptoms to this back in 2013. WHO tried to access that site but were denied; samples had gone to Wuhan back then.

We IMMEDEATELY let the world know that the damn thing was loose in kerala and shut the whole state down. Result- a very limited number of people died in the state and it was completely contained in Kerala itself.

If it is a natual phenomenon no one stop a viral outbreak, but it is the responsibility of the state to immedeately declare the event and take steps.
