Nah, it was initially intended to ban all Muslims singling them out for their religion until it got controversy and his advisers changed the narrative to make it security related pinpointing some specific nations.

This Muslim ban thing initially started as an all out assault against every Muslim. Trump used it brilliantly during election campaign. Now that reality has sunk in realizing that not all Muslim nations can be banned they are using it as a blackmail weapon. Certain nations are being singled out etc. Trump regime is using it to settle political scores. They are adding/removing nations at will.
