The data gives off quite a false illusion.

The reason why Japan and South Korea are further down the list compared to China is because the manufacturing hubs of their high-tech enterprises are largely located abroad. Hence, the technological exports of those nations are not necessarily reflective of their R&D strength or output.

Japan, South Korea, and the traditional IT giants of the 1970-80s still remain the pillars of "high-tech" development and distribution, easily noted by the sheer values of their IT companies and the monopolies they hold.
The data could be accurate.

Japan and South Korea send their components for assembly in Mexican maquiladora plants. The data correctly captures the value of the components manufactured and exported from Japan and South Korea.

I'm arguing that the data properly captures the value-added stage of manufacturing.

Hi Martin, yes the data does capture all hi-tech exports from sovereign soils of Korea & Japan.

What @SinoSoldier meant could be that say if the plant in Mexico is owned by Korean or Japanese investment (FDI), then the exports is still accounted under Mexico, not investor country.

Korea and in particular Japan (largest creditor nation in the world) own a lot of overseas hi-tech manufacturing bases (mostly in N America & ASEAN), hi-tech exports from which were accounted under the host countries. Though less than Japan, China does have outbound FDI in hi-tech as well e.g. uranium industry, creating hi-tech exports from host countries.

Taking into account of WIPO patents and industrial design reg (i.e. "monopolies" per @SinoSoldier), FDI investment, my opinion is that if exports from overseas assets are included then Japan and Korea should be higher than in the current "territory-based" hi-tech exports rank.
