These are just manipulated data.
First, the weight should be different. You cannot have the same weight having United States with Vietnam. In the weight is by trade, then one United States is equal to at least 40 times of Vietnam.
The second. The countries are selective. For example, In ASEAN, countries with people more friendly toward China such as Thailand and Cambodia are selected. Countries standing opposite sides with China such as Vietnam and Philippines are selected. Also for Malaysia and Indonesia, the economy is dominated by minority Chinese. The Majority Muslims do not like China but minority Chinese with economic decision power strongly favor China.
Third, TPP countries join TPP because they are afraid of rising of China. Japan and Vietnam are clearly the two countries fearing most about the rising of China.
