if you are planning to have multiple banners then i think smaller will look better... but you should have a really good header and bigger.. i like the current one but it is missing defence.pk logo..

Try to incorporate the full logo, with the colors, maybe somewhere on the side.

Also rename it to PAKISTAN DEFENCE, center it. Loose the F-16, Rocket Launcher.

Make two of them, one with the helicopter in place with the Tank and one with just the tank.

With the helicopter it would look like the chopper did some major bombing in the background is flying away with the PAKISTAN DEFENCE banner , Keep the Pak flag on one side and the logo on the other.
