Won’t allow any activity against friendly neighbour India: Nepal PM
Amid the border stand-off at Doklam between Indian and Chinese troops, Nepalese Prime Minister Sher Bahadur Deuba on Thursday assured Prime Minister Narendra Modi that his country would not allow any activity against its “friendly neighbour”. However, Foreign Secretary S Jaishankar said the two leaders have not discussed “Doklam” and the current tension between India and China during the visit.

After talks with Deuba, Modi stressed on closer cooperation between the security and defence forces of the two countries in order to avoid misuse of the open border between India and Nepal. “Defence ties and assistance in security is an important aspect of our partnership. Our defence interests are also dependent and connected to each other,” Modi said, while delivering a joint press statement after the talks.

Deuba gave an assurance of “every support, every help and cooperation”. “As you (Modi) mentioned that Nepal has an open border… I would like to assure you that Nepal will never allow any activity against friendly neighbour India and there will be every support, every help and cooperation from our side,” the visiting Prime Minister said.

Jaishankar emphasised on the “defence and security” aspect, and said that since there is a “porous and open border”, both sides felt the need to be “vigilant” and “careful”. Acknowledging that there were “issues” in the implementation of the Constitution, Deuba expressed confidence that a Constitution “encompassing” the views of the people from all sections and ethnicities would be a reality.

Modi, too, expressed confidence that Nepal would take into consideration aspirations of all its citizens in the implementation of the Constitution. On August 21, the Nepalese parliament failed to endorse the much-awaited Constitution amendment bill to address the issues of Madhesis as the ruling coalition could not garner two-thirds majority required for its passage.

The two leaders jointly inaugurated the Kataiya- Kusaha and Raxaul-Parwanipur cross border power transmission lines. Modi said this would give an additional 100 MW of power to Nepal, apart from the current 350 MW.
The two sides, he added, had also agreed on development of the Ramayana and Buddhist tourism circuits through better connectivity.

Flood management and irrigation projects was a focal point in the talks between the two countries. India had announced Rs 25 crore of immediate relief assistance, and the first lot has reached Biratnagar Thursday, Jaishankar said.

Modi stressed on greater coordination between the agencies of India and Nepal on flood management and said the two sides must work towards a long-term solution, taking into consideration each other’s interests. While he expressed the hope that the Detailed Project Report for the Pancheshwar project on the Uttarakhand border of the Indian side would be finalised soon, Deuba stressed that it would help in flood control and crop irrigation. Modi said Deuba had informed him that the land acquisition issues for Arun III irrigation project had been addressed and the Nepalese Prime Minister had invited him for the ground-breaking ceremony.

The two sides signed eight pacts, including on cooperation in countering drug trafficking and post-earthquake reconstruction in the Himalayan nation.

Nepal, India sign four pacts on rebuilding
Some 26 months after pledging Rs100 billion to aid Nepal’s recovery after the 2015 earthquakes, India on Thursday signed four memoranda of understanding. Senior officials from the two countries exchanged the MoUs in the presence of Prime Minister Sher Bahadur Deuba and his Indian counterpart Narendra Modi in New Delhi.

As per the understanding, India has agreed to use the housing grant component for the reconstruction of 50,000 houses. The southern neighbour will also support sectors like education, health and cultural heritage.

During the International Conference on Nepal’s Reconstruction, India had announced the sum for the post-earthquake rebuilding effort. One fourth of the $1 billion was extended as grant assistance.

“It’s a project agreement between the two nations, based on a financial agreement signed earlier,” said Bhisma Kumar Bhusal, deputy spokesperson for the National Reconstruction Authority.

According to Bhusal, the two countries have identified specific projects in the earthquake affected districts. The signing of project agreement has opened gateways for project implementation. As the agreement has been signed in reimbursement model, the government will mobilise the fund and then settle it with India after works. “Hence, there won’t be issues while mobilising the fund,” Bhusal said.

The recent developments give a huge boost to the country’s reconstruction drive. The NRA got a Rs145.93 billion budget for the fiscal year 2017-18. NRA officials said around 37 percent of the total budget was allocated based on the grant and soft loan pledged by India. The project agreement signed on Thursday falls under the Rs25 billion grant component.

The NRA has signed agreements with 632,047 beneficiaries so far for the construction of private homes. While all of them have received the first tranche of aid, 56,687 have received the second and 2,877 have got the third instalment. In the immediate aftermath of the Gorkha Earthquake, the government decided to provide Rs200,000 per household as private house rebuilding aid, which was later increased to Rs300,000 to be distributed in three instalments of Rs50,000, Rs150,000 and Rs100,000.

There is minimal progress in the reconstruction of educational institutions, cultural heritage sites and health centres too. With both the countries already agreeing on specific projects, the NRA expects to achieve significant progress in reconstruction of the infrastructure in the current fiscal year.

India, Nepal sign eight pacts
India and Nepal signed eight pacts on Thursday as Prime Minister Narendra Modi re-assured Nepalese Premier Sher Bahadur Deuba of New Delhi’s support to the neighbouring country’s pursuit for development.

“India is fully committed to extend cooperation to Nepal in its pursuit for development in keeping with the priorities of people and the government of Nepal,” Modi said after a meeting with Deuba.

Modi also stressed on greater cooperation among the defence and security agencies of India and Nepal. Deuba said Nepal will never allow any activity from its territory against India.

Foreign Secretary S Jaishankar later told mediapersons that India, too, renewed its “continuing commitment” to provide training to personnel of the security forces of Nepal. Deuba is the first foreign head of a government to visit New Delhi after the soldiers of India and China got into a face-off at Doklam Plateau in western Bhutan.

Nepal is among the South Asian nations, where China has been trying to challenge the traditional geopolitical influence of India. Deuba joined Modi on Thursday to remotely launch two cross-border power transmission lines Kataiya-Kusaha and Raxaul-Parwanipur between India and Nepal. The two leaders discussed a number of infrastructure projects to be funded by India in Nepal, including building roads, hydro-electric power plant, and petroleum and natural gas pipelines, Jaishankar said.

Deuba conveyed to Modi that his government would continue its effort to amend the Constitution of Nepal to address the concerns of Madhesis.

Poor Nepal. Where was India when it was hit by Earthquake.

Right on the ground helping our brothers.

Anyways Pakistan should worry less anyways , the days of Ind V Pak is long over , even if anybody don't side with India , Pakistan is the lowest among the list they want to be associated with.
