You don't wake up and decide that you will behead someone, you wake up and decide that you will take out your anger and kill. Two vastly different things that you don't need to be an investigator to figure out, you just need to use common sense.
Secondly and more importantly, the beheading is the reason this is a news story especially when you tie in the fact that he is a Muslim. People die everyday in US and you never hear about them.
Police will say what they have been told by the FBI to say. Their comments are irrelevant.

Actually your comments are irrelevant, FBI got involved in the case after local police requested. Police before then was confirming to media no evidence of ISIS link or related to religion.

You don't know whether he did decide he wanted to behead someone or not, the report did say he was stabbing his victims, it's possible he tried to slit her throat which resulted in a beheading.
Fact is Police confirmed no evidence linking it to ISIS, no evidence there was any religious motivation, if it was religious motivation why would he go back to his workplace where he got fired from? Why not go somewhere else? If he wanted to simply spread his religious views he could have done that much easier ways.
