Self sufficiency is required when nobody's willing to sell you anything, When India can get the best it makes sense to adapt the tech available to our necessities and learn from them and try and build the same. Pretty cost effective in the long run. Also it much rather makes sense to invest in R&D and develop whats not available to India. Presently all our defense procurements come with some sort of JV's.

The idea sound solid. However, in practice, India never adopted or improved upon any JV technology. Maybe the modern technology is still way too advance for India to absorb and learn. As a result, all these JV learning turn out to be a big waste to Indian tax payers as India is not capable of absorbing the technology. India should forget about JV and use the money to build its infrastructure or buy more weapons from abroad.
