I don't think they have a choice really.
If they don't -- and more importantly if they all factions dont reach consensus -- then as an organization they would not last. Furthermore a lot of eyes will be on Afghanistan post-2014 so assuming they do take over the country (which seems likely) there will be pressure on them to reform and the international community would be finding ways to get leverage over them
actually if they had done this in 2001 rather than bomb the damn country and invade it, this approach could have been utilized much earlier
