Those healthcare workers don't know for sure this vaccine will work or is safe, hence they should be able to choose the Oxford vaccine if they wish, being fully informed that Bharat vaccine is still under trial).
Pakistan can acquire the Oxford vaccine through the third party program if necessary - this is a simple franchise arrangement for a British product to be mass produced in India.
