Only in Islamabad, and only government offices and institutions, and did not include essential services such as "Metropolitan Corporation Islamabad, Capital Development Authority, police, Islamabad Electric Supply Company, Sui Northern Gas Pipeline, and the Supreme Court".

Same cliched perceptions about Pakistan and Saudi Arabia. I fail to understand why pay these people to write these articles whose substance one can find in every Western publication about Pakistan.

There is no research, no scholarship in the American articles about Pakistan. Its that same stale perceptions they had created about the country they 3 decades or more ago that they keep repeating.

You can fact check virtually anything on Google. It is very easy. I doubt these journalists, writing for organizations such as the NYT, WSJ, BBC, the Economist and al-Jazeera are poor researchers. This looks more like deliberate misinformation.
