Its irrelevant to talk about internal dynamics of India. Its about original manufacturer selling their coveted products to India and their protentional use against China. For example, Russia has already delayed the delivery of S400 to India till Dec 2021 and told India that its new order of Mig29 and Su30 will not be used against China (some reports suggests not even against Pakistan).
Unless India can buy 5th generation fighters from western sources, which it wont due to geopolitical implication and consequences, every solution out there on lower tiers including Rafael are useless against overwhelming superiority of PLAAF, quality and quantity wise. You just have to look at how JF17 is performing in DCS against the F16s, F15s, F18s of this world and its not even fully Chinese jet or used by PLAAF. This is just to give some idea.
China is the biggest competitor of western weapon manufacturers. To hand over western products to India which will be battered by China in any conflict is like a death warrant for the western companies and will be exploited by China to pitch its own weapons to the global weapons market.
Its just not one jet but overall outcome, failures at many levels. The fact that Pakistan rubbed the salt on Israeli manufacturer wounds by mentioning them in the official documentary about OP swift retort, says a lot.
