S-19, What a thread...mate ! As for your question :
India didn't nuke Pakistan because it didn't have the capability nor the reason too ! What would India get by nuking a non-nuclear country ? Apart from International Condemnation, significant Nuclear fall-out in their land (My City..the second largest in Pakistan is about an hours drive from the Indian border) and a significant blow to their economy by virtue of incessant sanctions. And this in not even mentioning that though Indians and Pakistanis may not agree on a plethora of things we still don't hate each other enough to kill one-another like that.
Mate, the bad blood between India and Pakistan goes back to the time of our creation ! We, in Pakistan, wanted a separate homeland for ourselves...they, in India, didn't agree with this stance and so a Partition of the Indian Subcontinent happened and because of the bad-blood that existed because of that difference of opinion....Millions butchered each other ! How can you then expect anything but 'Bad Blood' between India and Pakistan ? So naturally when any terrorist activity happens in India or a separatist movement operates in India...the first instinct is to think that Pakistan was involved; similarly when any of the same instances happen in Pakistan...the first instinct, likewise, is to blame India. And this 'trust-deficit' extends to many other fields as well...!
